Introduction
The rapid developments and changes in higher education quality assurance around the world suggests a need to timely and adequately address the concerns of quality assurance practitioners in higher education institutions and in quality assurance service providers. With quality assurance of higher education institutions increasingly dependent on and related to the institutions’ effective management, there is a rising demand to present a holistic picture of higher education management to quality assurance practitioners.
The Master of Arts in Higher Education Quality Assurance and Management programme is designed to address this growing demand. The programme provides students with an essential understanding of higher education management and of the actual practice of quality assurance in higher education institutions and quality audit and accreditation by quality assurance service providers. The programme also covers specific aspects in managing higher education institutions to present to students a holistic picture of higher education management.
The programme aims to equip higher education administrators, management staff and educators with the practical knowledge and skills necessary for effectively managing higher education institutions and maintaining institutional teaching and learning quality, and to fill the gap in a formal qualification in higher education quality assurance for practitioners in quality assurance service providers.

Programme Intended Learning Outcomes
Upon successful completion of the programme, students will be able to:
- Demonstrate a comprehensive understanding of the principles, mechanisms, and processes of quality assurance in higher education.
- Thoroughly comprehend current and emerging trends, issues, and challenges in higher education management, and their implications for quality assurance in higher education.
- Critically analyse and evaluate institutional strategies with regard to higher education management theories and national/regional and international quality assurance standards.
- Apply knowledge and skills to effectively implement management practices and quality assurance activities in higher education institutions.

Programme Structure and Curriculum
The Master of Arts in Higher Education Quality Assurance and Management programme is a 24 credit-points (cps) programme comprising four core courses and four elective courses. Each course carries three cps and will be delivered in online part-time mode. All classes will be conducted in Hong Kong Time (HKT, UTC+8).

Tuition fees
The tuition fee for the whole programme is HK$ 151,200 (24 cps) in the academic year 2026/27, which is provisional and subject to adjustment. Tuition fees paid are normally not refundable or transferable. Extension fees will be charged to students who have to extend their studies beyond the normative period of study (two years for part-time).

Admission Requirement
Applicants should normally hold a recognised bachelor’s degree or equivalent, preferably with relevant academic or professional background.
Shortlisted applicants are required to attend an interview.
English Language Proficiency Requirements
Applicants whose entrance qualification is obtained from an institution in a non-English speaking system should normally fulfil one of the following minimum English proficiency requirements:
- Overall score of IELTS 6.0 (academic version)#; or
- TOEFL score of 80 (internet-based test)#; or
- Band 6 in the College English Test (CET) # with a total score of 430 or above; or
- Grade C or above in GCSE/GCE O-Level English; or
- Other equivalent qualifications on a case-by-case basis
# The test should be taken in test centres and the result should be valid within two years.
TOEFL Home Editions, TOEFL MyBest Score, IELTS Indicator, IELTS Online, IELTS One Skill Retake, Duolingo and National Postgraduate Entrance Examination (全國碩士研究生招生考試) are NOT acceptable.
